JOB SUMMARY

The Safety Officer is responsible for implementing and monitoring Health, Safety & Environmental (HSE) requirements at petrochemical facilities and project sites. The position ensures that all work activities comply with company HSE procedures, Saudi regulations, international safety standards, and project requirements.

KEY RESPONSIBILITIES

• Monitor daily site activities to ensure compliance with HSE procedures and safety standards.
• Conduct regular site safety inspections and identify unsafe acts and unsafe conditions.
• Ensure workers use appropriate PPE and follow safe work practices.
• Monitor Permit to Work (PTW), JSA/JHA, Risk Assessment, and toolbox meetings.
• Support implementation of HSE plans, procedures, and emergency response programs.
• Conduct toolbox talks, safety inductions, and safety awareness training.
• Monitor high-risk activities including hot work, confined space entry, working at height, lifting operations, excavation, and energy isolation/LOTO.
• Report and investigate incidents, near misses, unsafe conditions, and unsafe acts.
• Prepare daily, weekly, and monthly HSE reports and inspection records.
• Participate in emergency drills and ensure emergency procedures are properly implemented.
• Coordinate with supervisors, engineers, contractors, and project management regarding HSE matters.
• Stop unsafe work when there is an immediate risk to personnel, equipment, or the environment.
• Ensure proper housekeeping and environmental protection practices at the worksite.
• Assist in audits, inspections, and compliance activities.
• Promote a strong safety culture throughout the project.

QUALIFICATIONS & REQUIREMENTS

• Diploma or Bachelor’s Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
• Proven experience as a Safety Officer / HSE Officer, preferably in Oil & Gas, Petrochemical, Refinery, LNG, or Industrial Projects.
• Strong knowledge of HSE procedures and industrial safety practices.
• Experience with PTW, JSA/JHA, Risk Assessment, Toolbox Meeting, and Incident Reporting.
• Knowledge of international HSE standards and relevant Saudi regulations.
• Good communication, leadership, observation, and problem-solving skills.
• Able to work in a multicultural and demanding project environment.
• Good command of English, both written and spoken.
• Relevant HSE certifications such as NEBOSH, IOSH, OSHA, or equivalent are an advantage.
• Previous Middle East / GCC experience is an advantage.
